I first came across this quote: "One of the best ways to keep peace is to be prepared for war.” in the '80s when serving in Germany and visiting a US Army electronic warfare camp. They had it on a huge poster and attributed it to a Roman General 1 AD.

I have googled it but can't find the name of he General, I thought it was Gregarius, but one source attributes it to Vegetius Epitoma Rei Militaris, 4th century, A.D.

I also notice it has also been attributed to Sun Tzu so it is probably something that has been used many time.

Very wise words indeed, though, no matter who uses them.

You are probably right. I suspect the idea has been expressed before, Possibly even arrived at independantly - probably because it is oh so true.
