It does, certainly.
But for that we must lay at least a part of the blame at the feet of the party system- all three main parties are in agreement on so much, proper democratic debate doesn't happen and bad laws are either or passed or maintained.

Not just that I think, though it does play a part.

There is also the matter of ill thought and hasty ‘reflex’ legislation made, often one suspects just to be seen to be doing something.

Then there are the ghastly unnecessary complexities of multiple detailed specific offences covering what used to be managed by a single act plus case law.
